After ingress unification, root page (Task dashboard) has no links to /news or /files. Add a consistent top navigation across Task Web, Newsreader, and Serve with links to /tasks, /news, /files.

Implemented in commit 39e94ca2. Added top-level nav links (/tasks, /news, /files) to Task Web navbar, Newsreader nav, and Serve page shell nav. Deployed updated services (ava, newsreader, serve) and reconciled with deployer. Verified links are present on /, /news/, and /files/ for both http://beryllium and https://beryllium.oryx-ide.ts.net.
