Create transcribe tool in Omni/Agent/Tools/Transcribe.hs that allows actors to transcribe MP3/audio files using Whisper. Needed for GAIA questions with voice memos. Adapts existing code from Omni/Agent/Telegram/Media.hs. See _/tasks/whisper-tool.md for full implementation details.
