Implement Prolog Tool for Logic Reasoning

Create prolog tool in Omni/Agent/Tools/Prolog.hs that allows agents to solve logic puzzles and constraint satisfaction problems using SWI-Prolog. See _/tasks/prolog-tool.md for full implementation details.
