Add interactive step-through debugger for agent runs.
Requirements:
- Step through events one-by-one (next/prev).
- Show event details and prompt sections for the current step.
- Simple CLI is acceptable (press enter/commands), TUI optional.
Use the event stream from events.jsonl produced in t-549.1.
